About the 21CSLA Statewide Center Partners

Leadership Programs of the UC Berkeley GSE.
Since 1999, the Leadership Programs' flagship, the Principal Leadership Institute, has prepared more than 600 educational leaders for the San Francisco Bay Area and beyond with a focus on creating more equitable schools for vulnerable and historically underserved students. The Leadership Programs offer degrees for aspiring and early career administrators including a master’s degree; the Clear Administrative Services Credential through its Leadership Support Program; and a doctorate through Leaders for Equity and Democracy.

UCLA Center X (CX)
Center X, a recognized leader in improving teaching and learning through high-quality, culturally responsive educator development, comprises the UCLA PLI , teacher education, and 14 equity-driven, content-focused professional learning (PL) projects including CSMP, Adaptive Schools, and coaching. Center X strives to challenge the status quo that perpetuates educational inequity and deficit-oriented practice, and believes this work is an enduring feature of our democracy and that it occurs within and across multiple communities – of teachers, students, parents, community members, elected officials, researchers and others engaged in democratic life.

California Subject Matter Project
CSMP works to improve teaching and learning by offering comprehensive, content-focused professional learning for educators and by sustaining collaborative networks. Administered by the UC Office of the President in concurrence with the California Department of Education, the State Board of Education, California State University, the CA Commission on Teacher Credentialing and many other institutions, CSMP is an active provider within the CDE’s statewide system of support effort. In the last year, 25,000 educators from 1,256 school districts across California attended CSMP programming for improving instructional practice.

Regional Academy Spotlights

The Alameda Region provides support to leaders who take part in their Localized Professional Learning opportunities as school reopening has turned from theoretical conversations to concrete planning, logistics, and community-wide engagement. Several of the groups they began building in the fall of 2021 continue to meet, including the African American Male Leadership cohort as well as the Community of Practice for Special Educators. In one community full of principals tasked with navigating the uncertain weeks ahead of imminent reopening, a participant said, “This [group] is one of the ways we feel we can be productive and make a difference because we have so little control over everything else we are dealing with right now.” Alameda wants to continue to provide spaces for leaders in the region to reflect, challenge each other to keep equity at the forefront of their decisions, and know that they are not alone.

The Kern/Los Angeles Regional Academy began planning for the 21 CSLA program through the development of a collaborative Advisory Committee consisting of partners from UCLA and representatives from six county partners: Fresno, Kern, Los Angeles, San Luis Obispo, Santa Barbara, and Ventura. The Advisory Committee meets two times each month to plan for program implementation, collect data, share coaching professional development resources, and provide feedback for future development. Beginning in March, subcommittees of the larger Advisory Committee began planning for the 2021-22 program year. Subcommittee groups will include:

  2. Coach Recruitment
  3. Participant Recruitment and Retention Practices
  4. Professional Development Offerings
The Advisory Committee members are active learners who attend the State Center research webinars, State Center Coaching Collaboratives, and the Regional Academy’s monthly Communities of Practice. The Regional Academy lead agency, LACOE, hosts consultation hours twice each month to maintain contact with county leads.

SCOE 21CSLA began work in the 14 county Placer-Sacramento Region by offering professional learning modules focused on leading through these uncertain times. Their goal is to support teacher, site and central office leaders in developing the foundation for transformational work in equity, continuous improvement, and collaboration across school organizations. They adapted their professional learning content to support leaders in leading through unchartered territory and to capitalize on the learning and opportunities presented through the lessons navigating the pandemic. Their first module, Leading in the New Normal, focused on the opportunities leaders have to leverage new learning, and develop practices to accelerate more equitable outcomes for all students. Their second module, completed in March 2021, Developing Cultures of Collaboration and Continuous Improvement, focused on advancing leaders’ capacity to develop trust and collaboration as a foundation for building cultures of continuous improvement.

San Diego/Riverside
The impact of 21CSLA can be seen across the San Diego and Riverside Region, as school sites continue to implement their bite-size action plans using Plan-Do-Study-Act (PDSA) cycles. Los Angeles Education Partnership (LAEP) coaches are supporting our leaders with equitable reopening plans through our Professional Learning and coaching. Our Communities of Practice (CoP) offers a safe space to practice conversations and strategies that will interrupt systemic inequities with their role-alike colleagues. School teams in our region are seeing sustainable transformation due to their participation in LAEP’s 21CSLA Regional Academy. Sara Everett, a founding third-grade teacher at Scholarship Prep - Santa Ana in Orange County says, “[21CSLA] gives us the opportunity to apply what we’ve learned, to reflect on what we’ve applied on campus, and to collaborate with our role-alike colleagues as well as the coaches and our school site.” Using their PDSA plan from the first workshop, Sara and Dennise Allotey, founding teacher and current principal, have applied what they’ve learned through a series of “bite-sized actions.” Together, they have successfully led a PD around trauma-informed practices and created a safe space for school site staff to have a dialogue and build relationships with each other as they plan for school’s reopening. NorCal ELC (Educational Leadership Consortium) launched with a series of events for communities of practice, and teacher and school leaders participating in leadership coaching. Initial recruiting efforts brought in 116 participants for their first cohort who work in schools in seven of the eleven counties of our northern California region. Participants are site principals, classroom teachers, and district and county office administrators and staff. Each participant is working with colleagues addressing a local problem of practice while learning advanced educational leadership knowledge and skills. Networking activities are connecting participants with educator colleagues across districts and counties.

We have seen great success in the Instructional Leadership Academy sessions that have been hosted by the Sonoma County Office of Education and led by staff from the Center for Educational Leadership (CEL) out of the University of Washington. We are supporting leaders from both Napa and Sonoma County in improving their site leadership skills. The sessions include participants learning the CEL’s 4 Dimensions of School Leadership and 5 Dimensions of Teaching and Learning frameworks and conducting virtual walkthroughs of live classrooms to help site leaders apply their newly acquired knowledge of supporting teachers in their journeys to improve instruction and outcomes for students. Leaders will engage in two more learning sessions where they will apply their learning—particularly in the 3rd Dimension regarding Developing Talent—through role-playing and analyzing authentic scenarios to demonstrate their skill as an instructional leader.

In support of the current need for sustaining online learning environments in their schools, the 21CSLA Tulare Regional Academy kicked off year one by sponsoring 314 leaders from across their 11-county region to attend the Distance Learning Playbook Institute by Doug Fisher and his team. Thirty-five of those participants attended a follow-up session specifically for leaders or teacher leaders. In addition, they sponsored a three-day series for systemic change: Leading Praxis for Equity. Their coaching support is now active in six counties. In addition, they launched three Communities of Practice for small school leaders, facilitated through their partner the Small School District Association (SSDA), with 15 Principals/Superintendents in one and 89 teacher-leaders split into the other two.
